DPRDO Section The office of the DP&RDO, Jalpaiguri is the eyes of Panchayat & Rural Development Department. It functions with all statutory matters related to Panchayat issues; monitoring the activities of eighty of Gram Panchayats & Seven Panchayat Samities under Jalpaiguri. The section monitors the activities of the Gram Panchayats on all matters including their own source revenue, expenditure of various funds, accounting, execution of works etc. In a nutshell the section caters to all the activities concerning the Panchayati Raj Institutions. As per mandate of the 14th Finance Commission every year The Gram Panchayat Development Plan(GPDP) is successfully carried out by this section through mobilizing it’s manpower like GPFTs, Frontline Workers and elected representatives of Gram Panchayats. The main goal is to comply with the directions of the 14th Finance mandate and creation of sustainable durable assets for the benefit of the larger public. The uploading of plan in the Plan Plus portal and monitoring of expenditure through Gram Panchayat Management System (GPMS) is included too. The pension benefit scheme of the individual under NSAP & Family Benefit Scheme due to death of the main Earner of that Family under NFBS is implemented by the Government successfully through this section. “Samabyathhi” scheme providing a one-time financial assistance for the performance of the rites and rituals and to meet incidental expenses related to cremation/burial to the next of kin/ nearest family members of the deceased person is implemented through this section in the district level. The total process including the reservations of seats and office bearers during the Panchayat General Elections is totally monitored by this section. After the conduct of the Panchayat General Elections the training and capacity building of Elected representatives , all office bearers and Employees of PRI set up carried out on a regular basis through the Panchayat Section. The World Bank funded ISGPP-II Programme for Institutional Strengthening of Gram Panchayat is implemented and monitored from this section. All establishment matters and all types of Recruitments, Transfer, Promotion, Gradation list, Confirmation of Services of the employees under CD/RD, RWP & Panchayat set up in Blocks/Panchayat Samitis and Gram Panchayats are monitored and implemented intensively by this section.
